Kelly mentions Fore street in 1889. Later, in 1893, he records: 'The head quarters of the E Company 5th Volunteer (Hay Tor) Battalion Devonshire Regiment are in Fore street; number of men about 90. There is a spacious armoury belonging to this company, and about 2 miles south of the town an excellent range, 1,000 yards in extent.'
